240812 S. Yorks Police ‘out of force enquiries’

Auto-Response from ‘Force Control’ – as of 12/08/2024


If your enquiry is in relation to a serious and urgent matter with immediate threat to life or risk of significant harm, please contact South Yorkshire Police via the Police Only number located in the national directory or the forces hailing channel, otherwise your request will not be actioned.

With effect from Monday 12th August South Yorkshire Police are changing the way we respond to out of force enquiries. This change will bring South Yorkshire Police into line with the approach taken by several forces in England & Wales.
After 12th August South Yorkshire Police will no longer deploy officers to:

Bail suitability address checksWitness warnings
·        Driving document checks
·        Establishing vehicle ownership
·        Confirming permission to drive a vehicle ·        Reporting offenders, including companies, for traffic offences
Obtaining witness statements other than in exceptional circumstances
Arrest attempts where the subject is a short distance over the requesting forces’ border (neighbouring forces only)Providing ‘words of advice’

Should you have such enquiries within South Yorkshire we would urge alternative methods of process including:

Use of pro-forma witness statements containing a Sec 9 CJA 1967 endorsementSummons and NIPs by registered post or recorded delivery service
Driving document checks by post asking the driver to produce at a local police station within 14 daysPermission for another to drive sent by post as a pre-prepared witness statement
Vehicle ownership established by postal service of a section 172 Road Traffic Act 1988 noticeAnything intelligence or information related, please refer to your local PND Operator. 

Additionally, we will not carry out intelligence checks where forces have not conducted initial checks through PNC & PND. Should you require more information on intelligence checks, after PNC & PND enquiries have been completed, please resend your email to the Force.Control@southyorks.pnn.police.uk  email address, which must contain your PND search number.

Whilst we will no longer routinely deploy to out of force enquiries in relation to the above, we will consider deployment to the following:

Arrest RequestMISPER/Welfare checks in line with our own Welfare Policy
Interview RequestS18 search requests
Registered owner checks for serious offencesWitness summons serving
Victim statement requestsNOK Death warning

We will consider the above requests using our principles of THRIVERS (Threat, Harm, Risk, Investigation, Vulnerability, Engagement, Repeat, Scene Preservation).

In addition, whilst we will no longer routinely deploy to out of force enquiries, or routinely check intelligence, using THRIVERS we will support forces where their request carries an immediate threat or significant risk of harm. If your request is deemed suitable for action, we will email you with our incident number or confirm your request is being actioned.  Your request should include a summary of what is required of us, the level of risk attached and the urgency of any such enquiry.

Unfortunately, due to demand, we do not have staffing capacity to complete proformas.  We appreciate every force is extremely busy and given this, we do not ask other forces to complete such proformas for incidents they send to us either.
