Crime reports and crime reference numbers confirm that an allegation was recorded. They do not confirm that the allegation was verified.
In many cases, recording occurs on the basis of initial account, with limited opportunity for immediate validation. The distinction between recorded allegation and proven offence is rarely understood. Yet crime numbers often carry weight in insurance, finance and even public discourse.
Perhaps they should carry less.
