Do we need new legislation?

Tomorrow will see the ‘Crime and Policing Bill’ introduced to Parliament.
An aspect highlights and seeks to address ‘car signal jammers’.
But is the extent to which this equipment is used known, are there legitimate uses for such kit and do we need a new law?
Time to:

1. make s.25 of the Theft Act 1968 an arrestable offence,
2. increase the risk for criminals of committing the ‘devastating’ crime of vehicle taking
3. address the UK’s appalling attention to the crime?
