Note, the ICA cannot look at complaints about legislation, government, departmental, or agency policy. The procedure is longwinded and far from satisfactory. It is possibly hardly surprising that the DVLA’s conduct appears to be lacking in many respects. Their complaints appear to have increased such that they cannot comply with their own process; a complaint should be overseen by their ‘head of complaints’ however, ‘due to the volume of correspondence received, complaints are delegated to complaint handlers’.
