The public were fooled – the some & mirrors of some 20 years ago convinced some vehicle taking had been addressed. In reality, the low-hanging fruit was picked and left those who profited form ‘theft’, the professional & organised’ to flourish. Able to operate without the attention, vehicles values went up as the number recovered went down.
Risk & Reward favoured the dishonest.
