Following a request made of the NPCC, FOI Ref: 2233/2025, which was refused citing s.14 – vexatious, the below and associated links are submitted to support an Internal Review request.
The 2023 & 2024 ‘Top 10’ constabularies submitting PNC LoS (Police National Computer, Lost or Stolen) for cars less than 3 years old, are detailed below.
Of the 7,052 cars less than 3 years old reported to the DVLA as ‘stolen’, it is possibly surprising that, in 2023, 364 were accompanied by no constabulary submitting the data.
In 2023, NaVCIS rated as the 8th highest ‘constabulary’ to submit LoS records to the PNC (and in turn, by automation) to the DVLA – this data is subject to caveats.
Lost or Stolen (LoS)

2024 saw a 6.61% increase (466) in cars less than 3 years old being notified to the DVLA as LoS, a total of 7,518.
The 2024 data indicates that whilst NaVCIS appears to have received a funding increase, they no longer appear in the ‘Top 10’ constabularies reporting LoS data that reaches the DVLA:

With NaVCIS recording a 29 per cent increase in stolen vehicles being shipped through UK ports in the second quarter of 2024, has the crime reduced, or is use of the PNC less common; if so, for what reason?
Should the NaVCIS cars be included in the LoS statistics?
It appears odd the DVLA cannot identify many of the constabularies submitting LoS data – another indication that the UK record keeping requires closer scrutiny and consideration.
