241224 National Vehicle Crime Reduction Partnership – Notes for launch

The NVCRP will bring together police, government and industry to reduce vehicle crime.
The national response to vehicle crime will be enhanced through:

A dedicated lead (to be appointed) to work with current partners (e.g. National Vehicle Intelligence Service (NaVCIS) and Opal ((National Serious Organised Acquisitive Crime Team)) and develop neew (sic) partnerships which with help to:

  • reduce offences,
  • bring offenders to justice and
  • increase the recovery of stolen vehicles.

Improved data analysis and sharing – Work already underway to provide new dashboards, information and intelligence products to better inform the operational response.

Coordinated operational activity focussed on theft and disposal/handling of stolen vehicles and parts e.g. vehicle crime operations and support of the ports work carried out by NaVCIS.

Funding

Funding has been provided by the Home Office and JLR.

Other funding streams are being explored, with a view to increasing the work and impact of the partnership

Partnership approach

The NVCRP follows in the footsteps of the National Infrastructure Crime Reduction Partnership (NICRP). The NICRP also used Home Office and industry funding to improve both the understanding of crime and the operational response to it. This has seen success e.g. reduction in theft of catalytic converters.

The recently announced Pegasus initiative is also using industry funding and partnership working to improve the national response to retail crime.

Governance

The NVCRP will been be overseen by a steering group with industry, government and police representation.

The head of the NVCRP will be part of the National Vehicle Crime Working Group, chaired by ACC Jenny Sims, NPCC Lead for Vehicle Crime

The NVCRP builds on and supports the work of the National Vehicle Crime Working Group (NVCWG)

National Vehicle Crime Working Group (NVCWG)

Governed by the NPCC Lead for Vehicle Crime, ACC Jenny Sims, this

  • has helped to build and maintain relationships across police, government, manufacturers and other organisations.
  • Has contributed to the development of supportive legislation (currently going through parliament)
  • Has helped to make training available for police (including training provided by JLR).

The challenge of vehicle crime

After many years of reductions in vehicle thefts, the past 10 years, with the exception of ‘the covid years’ have seen unwelcome increases. ONS data shows an 85% increase from 2013/14 to 2022/23.

The majority of vehicle theft offences are believed to be committed by organised crime groups, with vehicles being

  • cloned,
  • broken down or
  • exported.

The export of stolen vehicles is a particular issue for high-value vehicles.

Other

An agency has been procured to develop branding and the NVCRP website. It is hoped that the branding will be available in time for the launch.
