260211 Governance of NaVCIS Funding Model

I recently wrote to my Member of Parliament seeking assistance in tabling a Written Parliamentary Question concerning the governance and funding arrangements of the National Vehicle Crime Intelligence Service (NaVCIS).

NaVCIS is described publicly as funded by industry bodies, including the Finance & Leasing Association, and operates within the policing landscape in coordination with constabularies.

The proposed questions seek clarification on:

  • Governance arrangements applying to the industry funding model;
  • Oversight of funding structures described publicly;
  • Safeguards to ensure impartiality in operational decision-making;
  • Transparency requirements for nationally operating police-associated units funded by private industry;
  • Public resource implications where constabularies act upon externally generated intelligence.

Written Parliamentary Questions

To ask the Secretary of State for the Home Department:

  1. What assessment has been made of the governance arrangements applying to the National Vehicle Crime Intelligence Service (NaVCIS), including its industry funding model?
  2. Whether Ministers have received information regarding funding arrangements that include both fixed contributions and payments calculated by reference to the value of vehicles recovered.
  3. What safeguards are in place to ensure that outcome-linked funding arrangements do not give rise to perceived conflicts of interest in operational decision-making.
  4. Whether the Department intends to review transparency requirements for nationally operating police-associated units funded by private industry bodies.
  5. What assessment has been made of the public resource implications where constabularies act upon intelligence or referrals generated by industry-funded vehicle crime units.
