FREEDOM OF INFORMATION REQUEST REFERENCE NUMBER 385/2024
Request:
I understand that the NPCC, Lead for Vehicle Crime, has instigated, or is otherwise associated with, a new vehicle crime unit*.
Please provide all information available in respect of this, as well as notes and reports that gave rise to the intention to form the team, the composition of said team, their remit, the dates upon which they have met or are to meet, and if they have met, the composition of the meeting and the notes resulting from same.

The NPCC does hold information captured by part of your request. Unfortunately, your request engages S14(1) of the Freedom of Information Act. You are seeking ‘all information available in respect of the National Vehicle Crime Reduction Partnership (NVCRP).
There are an excessive amount of emails and reports and other documents held by NaVCIS.
The amount of redaction will vary in each email / document depending on the nature of the emails / documents, the type and amount of information recorded will require to be considered on a case-by-case basis to include details of individuals and any operational details.
An authority cannot claim section 12 for the cost and effort associated with considering exemptions or redacting exempt information. Nonetheless, it may apply section 14(1) where it can make a case that the amount of time required to review and prepare the information or disclosure would impose a grossly oppressive burden to the NPCC. There is a high threshold for refusing a request on such grounds and this means that the NPCC is likely to have a viable case where:
You have asked for a substantial volume of information AND
- •The NPCC has real concerns about potentially exempt information, which it will be able to substantiate if asked to do so by the ICO AND
- Any potentially exempt information cannot easily be isolated because it is scattered throughout the requested material.

The NPCC does not hold recorded information in relation to NVRCP meetings. At the time of your request, having consulted with colleagues, it is understood that no meetings had taken place.
