Subject: MPS Complaint outcome re national circular & NPCC management conduct
Dear Chief Constable Stephens and Chief Inspector Vale,
I write further to the MPS complaint outcome dated 19 June 2026, reference PC/5233/26, concerning the NPCC CRU communication dated 25 June 2024.
The MPS found that the service provided was not acceptable in relation to:
A. the identification of me and the content of the communication,
B. the governance and decision-making underpinning the communication,
C. the handling of my concerns by NPCC personnel.
The MPS also identified organisational learning, including that commentary about identifiable individuals must be evidence-based, necessary and proportionate; that dissemination routes and recipient records should be retained; and that conduct-related concerns should be promptly considered for formal complaint handling.
Considering those findings, I ask the NPCC to confirm what action it will now take.
Particularly, please confirm:
- whether the NPCC accepts the learning identified by the MPS,
- whether any learning, guidance, instruction, or correction has been issued within the NPCC / CRU and if not, when this is to occur,
- whether the 25 June 2024 communication has been withdrawn, corrected, annotated or otherwise controlled,
- whether the NPCC now accepts that the “keeping requests private” comment should not have been included unless properly evidenced,
- the NPCC’s evidential basis for that comment,
- whether the NPCC can now identify the recipient footprint, including distribution lists, email headers, metadata etc.,
- whether the NPCC will apologise for the handling that the MPS has found was not acceptable
and, regarding my communications giving rise to heads of complaint
- please provide a substantive response to the questions I raised before being told that there would be no further engagement.
